Helping our most vulnerable users and staff with a new safeguarding policy

Having experienced struggles with my own mental health, doing whatever I can to help improve my colleagues’, my family and my friends’ wellbeing is something I’ve always been passionate about. That’s why I jumped at the opportunity to develop the HMCTS safeguarding policy.

Before my current role, I taught in prisons for 12 years, where I witnessed first-hand the consequences neglect and abuse can have on vulnerable people.

How we developed the safeguarding policy

The sentiment behind our safeguarding policy is that everyone has the right to live their lives free from abuse and neglect. We know some of the people who use our justice services are among the most vulnerable in society. After developing my knowledge through safeguarding training, I started building a toolkit so that our colleagues would have a one-stop shop for all the relevant safeguarding information.

Early in the project, I involved HR and policy teams to make sure all the information was fact-checked and consistent as well as looping in the Ministry of Justice (MOJ) and trade unions.

Reaching our objectives

Building the safeguarding policy involved setting up a working group of around 25 people across HMCTS who all cared about protecting vulnerable people from abuse and neglect.

Within the working group there was a lot of discussion around how we needed to help staff understand the best course of action to protect vulnerable staff and users, and we were determined to get it right.

I found volunteers in an already busy organisation to take responsibility for making referrals to Local Authorities. With the help of colleagues at HMCTS we found 360 volunteers to help with safeguarding.

A little over a year after starting, 16,000 members of staff at HMCTS now have access to:

  • a safeguarding policy
  • guidance and desk aids
  • referral forms
  • safeguarding learning

Nearly half the organisation has completed the foundation learning and the rest should complete it by the end of July this year. Over two thirds of our 360 volunteers have finished higher-level learning to help them make referrals to the Local Authorities.

Seeing our safeguarding policy in action

The sense of what has been achieved by the introduction of our safeguarding policy was clear when a colleague made the first safeguarding referral.

Diane (not her real name to protect identity), became aware of two children under the age of 10 who were possibly at risk from a parent who was drinking heavily during the day and neglecting care of their children. Diane made a safeguarding referral to the children’s Local Authority.

As a result, Diane protected them from possible abuse and neglect.

Gan fy mod wedi cael trafferthion fy hun gyda fy iechyd meddwl, mae gwneud beth bynnag y gallaf i helpu i wella lles fy nghydweithwyr, fy nheulu a’m ffrindiau yn rhywbeth yr wyf yn teimlo’n angerddol amdano. Dyna pam manteisiais ar y cyfle i ddatblygu polisi diogelu GLlTEF. Cyn fy swydd bresennol, roeddwn yn dysgu mewn carchardai am 12 mlynedd, lle y gwelais gyda’m llygaid fy hun ganlyniadau esgeulustod a chamdriniaeth ar bobl sy’n agored i niwed.

Sut yr aethom ati i ddatblygu’r polisi diogelu

Y safbwynt sy’n sail i’n polisi diogelu yw bod gan bawb yr hawl i fyw eu bywyd yn rhydd o esgeulustod a chamdriniaeth. Fe wyddom fod rhai o’r bobl sy’n defnyddio ein gwasanaethau cyfiawnder ymysg y rhai mwyaf agored i niwed yn ein cymdeithas. Ar ôl datblygu fy nealltwriaeth drwy hyfforddiant diogelu, fe ddechreuais datblygu pecyn cymorth fel bod gan ein cydweithwyr siop un-alwad ar gyfer yr holl wybodaeth berthnasol am ddiogelu.

Yn fuan wedi dechrau’r prosiect, cysylltais gydag Adnoddau Dynol (AD) a thimau polisi i sicrhau fod yr holl wybodaeth yn gyson a’r ffeithiau wedi’u gwirio yn ogystal â chynnwys y Weinyddiaeth Gyfiawnder a’r undebau llafur yn y gwaith.

Diwallu ein amcanion

Roedd datblygu’r polisi diogelu yn golygu sefydlu gweithgor o thua 25 o bobl o fewn GLlTEF a’r rhain i gyd yn frwd dros amddiffyn pobl sy’n agored i niwed rhag camdriniaeth ac esgeulustod.

O fewn y gweithgor bu llawer o drafodaeth ynghylch sut yr oedd arnom angen helpu staff i ddeall y ffordd orau i amddiffyn staff a defnyddwyr sy’n agored i niwed, ac roeddem yn benderfynol o gael hyn yn gywir.

Mewn sefydliad sydd eisoes yn brysur, fe ddes i o hyd i wirfoddolwyr i gymryd cyfrifoldeb dros wneud atgyfeiriadau i Awdurdodau Lleol. Gyda chymorth cydweithwyr yn GLlTEF fe gawsom 360 o wirfoddolwyr i helpu gyda diogelu.

Ychydig dros flwyddyn ar ôl dechrau, mae 16,000 aelod o staff yn GLlTEF bellach yn gallu cael mynediad at:

  • bolisi diogelu
  • arweiniad a chymorth desg
  • ffurflenni atgyfeirio
  • dysgu am ddiogelu

Mae bron i hanner y sefydliad wedi cwblhau’r hyfforddiant diogelu sylfaenol ac fe ddylai’r gweddill fod wedi’i gwblhau erbyn diwedd fis Gorffennaf eleni. Mae dros ddwy draean o’n 360 gwirfoddolwr wedi cwblhau hyfforddiant diogelu lefel uwch i’w helpu i wneud atgyfeiriadau i Awdurdodau Lleol.

Roedd yr hyn sydd wedi’i gyflawni drwy gyflwyno ein polisi diogelu yn amlwg pan wnaeth cydweithiwr yr atgyfeiriad diogelu cyntaf yn GLlTEF.

Daeth Diane (nid ei henw iawn i amddiffyn ei hunaniaeth) yn ymwybodol fod dau blentyn dan 10 oed o bosibl mewn perygl oherwydd rhiant a oedd yn yfed yn drwm yn ystod y dydd ac yn esgeuluso’r gofal am y plant. Fe wnaeth Diane atgyfeiriad diogelu i Awdurdod Lleol y plant. O ganlyniad, roedd Diane wedi’u hamddiffyn rhag camdriniaeth ac esgeulustod posibl.

Rydw i’n falch dros ben o’r gwaith rydym wedi’i wneud i roi’r mesurau cywir yn eu lle ar gyfer ein defnyddwyr gwasanaeth a’n staff sy’n agored i niwed. Bydd ein polisi diogelu yn gwneud gwahaniaeth.
