Modernising our courtrooms: introducing the DAVE programme

[English] - [Cymraeg]

Courts and tribunals in England and Wales, and non-devolved tribunals in Scotland, are changing. The way we present evidence and run hearings today looks very different to how it did a few years ago.

Evidence is often shared as video, images or audio. And in some cases, people join hearings remotely. Digital evidence is now common, remote participation is increasingly used, and expectations from court users continue to evolve.

At HMCTS, we are responding to these changes through the Digital Audio-Visual Evolution programme (DAVE). This is a long-term investment in the infrastructure that supports how justice is delivered, and in this first blog, I want to set out what DAVE is, why it matters, and how it is helping to build a modern justice system.

Why we are investing in courtroom technology

Many of our courtrooms rely on audio-visual equipment that has been in place for years. In some cases, that equipment is reaching the end of its life, making it more likely to fail or no longer meet modern requirements.

When systems fail, hearings can be disrupted, leading to delays and increased costs. This can be frustrating for everyone involved, including the public. It can also affect how clearly evidence is presented and understood in the courtroom.

At the same time, the nature of evidence has changed. Video footage, images and recordings are now routinely used, and our courtrooms need to be able to present this material clearly and reliably.

We have also seen a significant increase in remote and hybrid hearings. When used appropriately, these can improve access to justice, particularly for vulnerable users.

DAVE has been developed to respond to all of these changes and ensure that our courtrooms are fit for the future.

What the DAVE programme delivers

The DAVE programme upgrades audio-visual equipment in courtrooms and hearing rooms. Its focuses on:

  • replacing ageing and unsupported equipment
  • improving the quality of sound and video
  • enabling clearer presentation of digital evidence
  • supporting both in-person and remote participation

This is about putting in place reliable, modern infrastructure that supports how hearings are delivered today.

What this means in practice

When DAVE equipment is installed, courtrooms are fitted with updated technology designed to improve the experience for everyone involved.

This can include:

  • modern screens so evidence can be clearly seen
  • improved microphones and speakers to support clearer audio
  • cameras that enable remote participation
  • systems that make it easier to present digital evidence

These improvements support better communication in the courtroom and help hearings run more smoothly and with fewer disruptions.

Progress so far

We are already delivering DAVE across courts and tribunals.

. As of September 2026:

  • around 385 courtrooms have been refreshed with DAVE equipment
  • HMCTS has around 2,850 courtrooms in total, with approximately 2,020 currently video-enabled (around 70%)
  • DAVE installations represent around 19% of the video-enabled estate
  • 150 courtrooms are planned for delivery during the 2026/27 financial year

Delivering the programme in phases allows us to prioritise investment where it is most needed, while continuing to build momentum across the estate.

Supporting a modern justice system

Improving courtroom technology is a key part of a wider effort to modernise courts and tribunals.

By upgrading audio-visual systems, DAVE helps to:

  • reduce disruption caused by equipment failures
  • support more consistent and reliable hearings
  • improve how evidence is presented and understood
  • enable greater flexibility in how hearings are carried out

Ultimately, this supports a justice system that is more accessible, efficient and resilient — for both court users and those working within it.

Looking ahead

DAVE is a long-term programme with a clear direction. Our ambition is to:

  • support a rolling 10-year refresh cycle across courtrooms
  • expand delivery across Civil, Family and Tribunals
  • increase overall video enablement to around 80% of the estate

As technology continues to evolve, so too will our approach — ensuring our courtrooms remain fit for purpose and able to meet the needs of those who rely on them.

Future blogs will explore in more detail how DAVE is being delivered, what it means for different jurisdictions, and the impact it is having on the day-to-day experience of hearings.

Moderneiddio ein hystafelloedd llys: cyflwyno'r rhaglen DAVE

Mae llysoedd a thribiwnlysoedd yng Nghymru a Lloegr, a thribiwnlysoedd nad ydynt wedi'u datganoli yn yr Alban, yn newid. Mae'r ffordd rydym yn cyflwyno tystiolaeth ac yn cynnal gwrandawiadau heddiw yn edrych yn wahanol iawn i'r hyn yr oedd ychydig flynyddoedd yn ôl.

Mae tystiolaeth yn aml yn cael ei rhannu fel fideo, delweddau neu sain. Ac mewn rhai achosion, mae pobl yn ymuno â gwrandawiadau o bell. Mae tystiolaeth ddigidol bellach yn gyffredin, mae cyfranogiad o bell yn cael ei ddefnyddio fwyfwy, ac mae disgwyliadau gan ddefnyddwyr llys yn parhau i esblygu.

Yn GLlTEF, rydym yn ymateb i'r newidiadau hyn drwy'r rhaglen Digital Audio-Visual Evolution – DAVE. Mae hwn yn fuddsoddiad hirdymor yn y seilwaith sy'n cefnogi sut mae cyfiawnder yn cael ei gyflawni, ac yn y blog cyntaf hwn, rwyf am nodi beth yw DAVE, pam ei fod yn bwysig, a sut mae'n helpu i adeiladu system gyfiawnder fodern.

Pam rydyn ni'n buddsoddi mewn technoleg mewn ystafelloedd llys

Mae llawer o'n ystafelloedd llys yn dibynnu ar offer clyweledol sydd wedi bod yn ei le ers blynyddoedd. Mewn rhai achosion, mae'r offer hwnnw'n cyrraedd diwedd ei oes, gan ei wneud yn fwy tebygol o fethu neu ddim yn bodloni gofynion modern mwyach.

Pan fydd systemau'n methu, gellir tarfu ar wrandawiadau, gan arwain at oedi a chostau uwch. Gall hyn fod yn rhwystredig i bawb sy'n gysylltiedig, gan gynnwys y cyhoedd. Gall hefyd effeithio ar ba mor glir y mae tystiolaeth yn cael ei chyflwyno a'i deall yn y llys.

Ar yr un pryd, mae natur y dystiolaeth wedi newid. Mae fideo, delweddau a recordiadau bellach yn cael eu defnyddio'n rheolaidd, ac mae angen i'n llysoedd allu cyflwyno'r deunydd hwn yn glir ac yn ddibynadwy.

Rydym hefyd wedi gweld cynnydd sylweddol mewn gwrandawiadau o bell a hybrid. Pan gaiff eu defnyddio'n briodol, gall y rhain wella mynediad at gyfiawnder, yn enwedig i ddefnyddwyr agored i niwed.

Mae DAVE wedi'i ddatblygu i ymateb i'r holl newidiadau hyn a sicrhau bod ein ystafelloedd llys yn addas ar gyfer y dyfodol.

Yr hyn y mae'r rhaglen DAVE yn ei gyflawni

Mae'r rhaglen DAVE yn uwchraddio offer clyweledol mewn ystafelloedd llys ac ystafelloedd gwrandawiadau. Mae'n canolbwyntio ar:

  • ddisodli hen offer sydd ddim yn cael ei gefnogi mwyach
  • gwella ansawdd sain a fideo
  • galluogi cyflwyno tystiolaeth ddigidol yn gliriach
  • cefnogi cyfranogiad wyneb yn wyneb ac o bell

Mae hyn yn ymwneud â rhoi seilwaith dibynadwy, modern ar waith sy'n cefnogi sut mae gwrandawiadau yn cael eu cyflwyno heddiw.

Beth mae hyn yn ei olygu yn ymarferol

Pan fydd offer DAVE wedi'i osod, mae ystafelloedd llys wedi'u gosod â thechnoleg wedi'i ddiweddaru sydd wedi'i chynllunio i wella'r profiad i bawb sy'n cymryd rhan.

Gall hyn gynnwys:

  • sgriniau modern fel y gellir gweld tystiolaeth yn glir
  • gwell meicroffonau ac unedau sain i gefnogi sain gliriach
  • camerâu sy'n galluogi cyfranogiad o bell
  • systemau sy'n ei gwneud hi'n haws cyflwyno tystiolaeth ddigidol

Mae'r gwelliannau hyn yn cefnogi gwell cyfathrebu yn y llys ac yn helpu gwrandawiadau i fynd rhagddynt yn fwy llyfn a gyda llai o aflonyddwch.

Y cynnydd hyd yma

Rydym eisoes yn cyflwyno DAVE ar draws y llysoedd a’r tribiwnlysoedd.

. Ym mis Medi 2026:

  • mae tua 385 o ystafelloedd llys wedi'u hadnewyddu gydag offer DAVE
  • Mae gan GLlTEF oddeutu 2,850 o ystafelloedd llys i gyd, gyda thua 2,020 wedi'u galluogi gan fideo ar hyn o bryd (tua 70%)
  • Mae gosodiadau DAVE yn cynrychioli tua 19% o'r ystad wedi'i alluogi gan fideo
  • Bwriedir cyflwyno 150 o ystafelloedd llys yn ystod blwyddyn ariannol 2026/27

Mae cyflwyno'r rhaglen fesul cam yn ein galluogi i flaenoriaethu buddsoddiad lle mae ei angen fwyaf, tra'n parhau i adeiladu momentwm ar draws yr ystad.

Cefnogi system gyfiawnder fodern

Mae gwella technoleg llys yn rhan allweddol o ymdrech ehangach i foderneiddio llysoedd a thribiwnlysoedd.

Trwy uwchraddio systemau clyweledol, mae DAVE yn helpu i:

  • leihau aflonyddwch a achosir gan fethiannau offer
  • cefnogi gwrandawiadau mwy cyson a dibynadwy
  • gwella sut mae tystiolaeth yn cael ei chyflwyno a'i deall
  • galluogi mwy o hyblygrwydd yn y ffordd y cynhelir gwrandawiadau

Yn y pen draw, mae hyn yn cefnogi system gyfiawnder sy'n fwy hygyrch, effeithlon a gwydn - ar gyfer defnyddwyr llys a'r rhai sy'n gweithio ynddo.

Edrych i’r dyfodol

Mae DAVE yn rhaglen hirdymor gyda chyfeiriad clir. Ein huchelgais yw:

  • cefnogi cylch adnewyddu treigl 10 mlynedd ar draws ystafelloedd llys
  • ehangu cyflenwi ar draws gwasanaethau Sifil, Teulu a Thribiwnlysoedd
  • cynyddu galluogi fideo cyffredinol i oddeutu 80% o'r ystad

Wrth i dechnoleg barhau i esblygu, bydd ein dull gweithredu hefyd - sicrhau bod ein ystafelloedd llys yn parhau i fod yn addas i'r diben ac yn gallu diwallu anghenion y rhai sy'n dibynnu arnynt.

Bydd blogiau'r dyfodol yn archwilio'n fanylach sut mae DAVE yn cael ei gyflwyno, beth mae'n ei olygu i wahanol awdurdodaethau, a'r effaith y mae'n ei gael ar brofiad gwrandawiadau o ddydd i ddydd.

We need the police station to have more then one computer to do hearing. from the police station and more staff to help run the virtual court at the police station.
Delays are caused by the police having one phone and one computer to deal with the number of detained people. If some one is in on the computer and phone no one else can use either.

More money to the police station IT is needed
